Civic Hall Labs currently seeks an experienced and thoughtful technologist to join its dynamic team as CTO. The CTO position provides a unique opportunity to work on a spectrum of creative products that aim to advance the public good. In addition to building out a technical team at Labs, the CTO will have access to, and should contribute to, a large and diverse network of domain experts and technologists that can advise and contribute to our work.

POSITION SUMMARY

Civic Hall Labs is seeking a CTO to provide strategic technical leadership and oversee hands-on technical execution across a portfolio of products and programs. Responding to the current shortcomings in the process of tech development for public issues, the CTO will work closely with the Labs’ team to execute on our methodology for collaboratively designing and developing technology for public good. The CTO will work closely with freelancers, subcontractors, and a staff team to review, scope, and thoughtfully execute Labs’ projects.

RESPONSIBILITIES

Develop and execute technical strategy for Civic Hall Labs
Work closely and collaboratively with the Labs’ team to review, scope, and select potential technical pilots and consulting projects
Coach teams of staff, partners, contractors, and advisors through agile user research, design, and development processes to create products that add value to partners, clients, and the civic tech field
Create processes that engender technical consistency and continuity across a variety of vendors and stakeholder groups
Take responsibility for reviewing and quality assurance processes on work done by advisors, partners, and vendors
Participate in the development of the Labs model around collaboratively designing and building tech for the public good
Manage recruiting and relationships with vendors and contractors to complete projects
Build technical capacity in-house at Labs by building a diverse, accomplished, and civic-minded team within an open, collaborative culture that values diverse backgrounds and experiences
Assist in critically evaluating products and process, measuring program outcomes/results, and determine/recommending enhanced ways of achieving desired results in future iterations
Mentor and advise Civic Xcelerator participants and fellows
QUALIFICATIONS

Computer science and/or software engineering background
7+ years experience building and maintaining technical products
7+ years experience building and managing technical teams
Informed perspective on the issues around developing and designing for the public good and willingness to learn and experiment with new models of process
Ability to collaborate with a wide range of stakeholders, including users, government, nonprofits, philanthropy, and corporate social responsibility officers
Experience soliciting proposals, managing, and reviewing work by contractors and pro bono contributors
Familiarity with agile development and other common development methodologies
Experience developing processes and setting-culture that ensure team and product success
Experience managing open source software projects preferred
Experience mentoring and advising early start-ups preferred
Experience working with government and/or nonprofits a plus
Background in a non-technical discipline a plus
Knowledge and awareness of web standards and common web development practices preferred
Must be impact-oriented and mission-driven
Sense of humor appreciated
